About Department

Department of Personnel (DOP) deals with all matters related to personnel administration in the State which includes recruitment, appointment and promotions of State Service Officers, Posting of All India Services Officers and State Service Officers.  Establishment matters of IAS/IPS/IFS/RAS/Rajasthan Secretariat Service Officers, Administrative Officers, Office Superintendent, Ministerial Staff, and Fourth Class Employees posted in various departments are also looked  after by the Department of personnel.

Department of Personnel acts as a guide to various departments in matters such as service rules and conduct rules.  Framing of Rules, amendments in keeping with the changing times to bring about efficient administration.  DOP is also responsible for supervision, monitoring and review of work related to enforcing accountability including cases of corruption and mis-conduct of All India Services Officers.  Apart from efforts to improve efficiency  and accountability the department also looks after welfare of employees, recognition of various employees unions, reservation for SC/ST/OBC, Physically Handicapped, Ex-servicemen.  The department also functions as the administrative department of the Lokayukta set up under the provisions of Rajasthan Lokayukta and Up-Lokayukta Act, Rajasthan Public Service Commission and Rajasthan Civil Services Appellate Tribunal.

Department of personnel is headed by Secretary to the Government who is supported by eight Deputy Secretaries, twelve Assistant Secretaries including one Registrar, eighteen Section Officers, one Chief Accounts Officer, two ALRs, two HLAs and about 500 Ministerial and other staff.

Department of Personnel (A-1)

  • All establishment matters like leave, salary, pension of All India Service Officers.
    Training in and outside the country.
  • Deputation to various organisations as well as to Government of India.
  • Matters related to conduct rules.
  • Liaison with DOPT, MHA, GOI, UPSC.
  • House Building Advance, Vehicle Loan for All India Service, State Service Officers & Rajasthan State Secretariat Service Officers.
  • Promotions from State Service  to All India Service.
  • Cadre management of All India Services
  • Transfers and postings of All India Service Officers.

Department of Personnel (CR cell)

  • Maintenance of ACR Dossiers of All India Service Officers and State Service Officers.
  • Conveying of Adverse Remarks, retaining or expunging of adverse remarks.
  • Maintenance  of Immovable Property Returns of All India Service Officers.
  • Guiding other departments in matters related to ACR
  • Providing the ACR position and rating of officers at the time of promotion.
  • Matters of Compulsory Retirement.

Department of Personnel (Computer cell)

  • Maintenance of DOP Website.
  • Updation of data related to officers of All India Service as well as State Service Officers.
  • E-governance in DOP
  • Issue of Pay Slips
  • Maintenance of DMS(Dak Monitoring System)
  • Maintenance of CMS( Court cases Monitoring System)

Department of Personnel (A-2/Rules)

  • Recruitment Rules for all Services
  • Seniority and probationary Rules
  • All Matters in which deviation from service rules regarding Recruitment, Seniority, Probation or Promotion is proposed for sanction of Government.
  • Interpretation of Service Rules regarding recruitment, seniority, probation or promotion.
  • Concurrence to re-employment and extension in service to person who have attained the age of superannuation.
  • Integration
  • Rajasthan Public Service Commission.
  • All matters related to Rajasthan Civil Services Appellate Tribunal
  • Prescribing qualifications for various posts under the State Government.
  • Relaxation in qualifications, experience and age for various posts under the State Government.
  • Interpretation of the Rules or orders issued by the Department of Personnel
  • Urgent/Temporary appointments, their clearance and extensions
  • All matters related to Rajasthan Civil Services, (Departmental Examination) Rules 1959.
  • All matters related to Rajasthan Civil Services, (Absorption of Surplus Personnel) Rules, 1969.
  • All matters related to appointment of dependents of Government Servant Dying while in Service Rules, 1975.
  • All matters related to Rajasthan Employment of Physically Handicapped Rules, 1976.
  • Granting of clearance for urgent/temporary  appointment of all gazetted posts, according concurrence for extension in the term of temporary appointments and for convening review DPC meeting, pre-audit and scrutiny before convening DPC and Review DPC Meetings.

Department of Personnel (A-3)

DOP (A-3) deals with the matters related to disciplinary proceedings against State Service officers.  There are three Deputy Secretaries.  Various departments are divided among them.
  • Disciplinary matters against :-
    - Officers belonging to IAS/IPS/IFS
    - Officers belonging to the State Services where the appointing authority is the   Government.
  • Complaints regarding corruption etc. in respect of :
    - Officers belonging to IAS/IPS/IFS
    - Officers belonging to the State Services where the appointing authority is the Government
  • Rajasthan Civil services (Classification, control and Appeal) Rules.
  • Rajasthan Civil Services (Conduct) Rules.
  • All matters related to the Lokayukta Sachivalaya except grant of loan/advances to its officers
  • Prosecution sanction in respect of :-
    - Officers belonging to IAS/IPS/IFS
    - Officers belonging to the State Services where the appointing authority is the Government
  • Rajasthan Disciplinary Proceedings (Summoning witnesses and prosecution of Documents) Rules.
  • The Rajasthan Lokayukta and Up-Lokayukta Act, 1973 and the Rajasthan Lokayukta (Conditions of Services Rules.

Department of Personnel (A-4/I)

  • All establishment matters like leave, salary pension of RAS Officers.
  • Trainings in and outside the country.
  • Deputation to various organisations as well as to Government of India.
  • Matters related to conduct rules.
  • Promotions of State Service Officers.
  • Cadre management of State Service Officers
  • Transfers and postings of State Service Officers.

Department of Personnel (A-4/II)

  • All establishment matters like leave, salary, pension of Rajasthan Secretariat Service Officers.
  • Establishment matters of Establishment Officers and Administrative Officers.
  • Matters related to conduct rules.
  • Promotions of Rajasthan Secretariat Service Officers, Establishment Officers & Administrative Officers
  • Cadre management of Rajasthan Secretariat Service Officers, Establishment Officer & Administrative Officers.
  • Transfers and postings of Rajasthan Secretariat Service Officers, Establishment Officers & Administrative Officers.
  • Sending vacancy position for various  services to RPSC

Department of Personnel (A-5)

  • Staff Welfare
  • Recognition of Service Associations and processing of their demands.
  • Monitoring of effective implementation of  reservations for SC/ST persons, physically handicapped persons and ex-service personnel in Government Services.
  • Sports activities of service personnel
  • Appointment in Government Service of dependents of deceased government Servants.

Department of Personnel (B-I)

  • All establishment work relating to non-gazetted secretariat Employees.
  • All establishment work relating to Sr. P.A., Varishth Vidhi Rachanakar and Head Legal Assistant (Gazetted Officer).
  • All establishment work relating to Secretariat Technical employees governed under subordinate service rules.
  • All establishment work relating to employees of subordinate services posted in Secretariat i.e., Accountant, Jr. Accountant, Statistical Assistant, Computer, L.A. etc.
  • Cases of Welfare of Secretariat Employees.

Department of Personnel (B-II)

  • Establishment matters of Class IV Servants & Security Guards (Viz. Apptt., Posting, Transfer, Deputation, Promotion & maintenance of S. Rolls, Personal files, Seniority list, Leave Record etc.)
  • Cadre strength of Class IV & Security Guards (i.e. creation of post of Class Ivth according to norms extension and Abolition of posts etc.)
  • Preparation of Pension/Gratuity cases of all Non-Gazetted cadres of Secretariat.
  • Sanction of Honorarium & Award to non-Gazetted Cadres of Secretariat.
  • Sanction of house Building Loans to all Non-Gazetted Cadres of Secretariat including Vidhan Sabha, Lokayukta Secretariat & Governor Secretariat.
  • Sanction of Conveyance Loans to all Non-Gazetted cadres of Secretariat including Vidhan Sabha, Secretariat, Lokayukta Secretariat & Governor Secretariat.
  • The following Advances to all Non-Gazetted staff of Secretariat :-
    - Food grain Advance
    - Festival Advances
    - T.A. Advances on Tour/Transfer etc
    - Purchase of Solar Chulla Advances
    - Other Advances
  • Secretariat General Library :
    - (i.e. purchase and maintenance of Books, Daily News papers, Weekly, Fortnightly & Monthly magazines, etc.)

Department of Personnel (B-III)

  • Maintenance, White Washing, repairs, addition/alteration & construction of Secretariat Premises.
  • Contracts for the Canteen, betel nut shops, Cycle Stand, Cutting of grass during the rainy season within the Secretariat premises. the buildings within the Secretariat premises.
  • Allotment of space and rooms to the Departments and allotment of residential quarters within the Secretariat premises.
  • Purchase and Supply of Stationery, printing material and typing machines.
  • Purchase and Supply of furniture for the Secretariat
  • Electric and Water Charges for the Secretariat premises and pooling of the Vehicles.
  • Allotment of E.P.A.B.X. Telephones, shifting and payment of bills.
  • Purchasing and issuing the rules Books to various Departments of the Secretariat according to their demands.
  • Organising the celebration of the Republic Day and the Independence Day within the Secretariat premises.
  • Issuing the liveries to the class IV employees/Daftaries/Security Staff and Drivers of the Secretariat.
  • Maintenance of Secretariat Lawn.
  • Audit Inspections and the draft paras-disposal thereof.
  • Entry passes for the officers, staff and the Visitors to Secretariat.
  • Maintenance of Cleanliness within the Secretariat premises.
  • Auction of Waste papers and the broken furniture.

Department of Personnel (C)

  • Audit objections
  • Disbursement of sanctions issued by DOP, Planning Deptt., Agriculture Department, Home Department and Electric & water Bills of the residences of Ministers under Head-2013- Cabinet.
  • Preparation of Bills and disbursement thereof on the basis of sanctions received for Discretionary Grants, refreshment Bills under head-2052-GAD. State Festivals , Gifts.
  • Disbursement of Bills of Guest Reception and Motor Garage, under head-2013-Cabinet.

  • Scrutiny and disbursement of Bills received from Gazetted an non-Gazetted Government Servants.
